Cloudflare's WAF scores a request on several independent signals. BirdProxies residential and ISP proxies fix one of them: IP reputation. They do not solve JS challenges, Turnstile, or browser fingerprinting on their own.
Cloudflare's Web Application Firewall blocks or challenges traffic using multiple, mostly independent signals: IP reputation (is this address a known datacenter range, VPN, or one that has been abused before), TLS and browser fingerprint (does the client's handshake and JavaScript environment look like a real browser), and behavioral scoring inside challenge widgets like Turnstile. A clean residential or ISP proxy addresses the first signal only - it removes the 'this is a flagged datacenter or reused IP' trigger that causes an instant 403 before any challenge page even renders. It does not make a headless HTTP client pass a JS challenge, does not fix a browser fingerprint mismatch, and does not solve a CAPTCHA. Anyone selling proxies as a full Cloudflare bypass is overselling the product. The realistic, checkable claim: proxies for getting past Cloudflare's IP-based blocking, paired with a real browser (Playwright, Selenium, or similar) for the parts that are not IP-based at all.
The IP-Reputation Trigger, In The Wild
A cloud-server IP alone was enough for an instant 403, no CAPTCHA involved.
On r/scrapy, a developer described exactly this: "how can I avoid Cloudflare protection while scraping? When I use the same proxy on Firefox with the FoxyProxy extension, I also get a 403 block. A Proxy Swap Is One Troubleshooting Step, Not The Fix
When a browser update changed a fingerprint, swapping the proxy did not solve it, because it was never an IP problem.
On r/selenium, a developer traced a sudden wave of blank 403s to a Chromium version bump that flipped navigator.webdriver back to true, a fingerprint regression with nothing to do with the network layer: "Swapped three residential proxies..." as one of several troubleshooting steps. Turnstile Broke a Test Suite Overnight
A CAPTCHA widget is a behavioral and fingerprint check inside a real browser session, not an IP check.
On r/selenium: "Been running Selenium for e2e testing on a client portal that recently added Cloudflare Turnstile. Broke half our test suite overnight." The fix that stuck was a properly configured real browser session, not a proxy change. A flagged IP can still add to Turnstile's score, but it is one input among several. Challenge Pages Are a Client-Side Problem
When a site returns a JS challenge instead of content, that is something the client has to execute, not something a proxy can answer for it.
This is common enough that people build dedicated tooling for it: a developer recently open-sourced a self-hosted scraping engine built specifically to detect challenge pages and drive a real browser through them.
